Correct me if I'm wrong, but everyone knows what a bin is, right? Well you wouldn't think so walking around the streets, seeing so much litter everywhere!! It's really annoying when people stick their chewing gum to everything! What is wrong with using a bin? Does it make you uncool if you use a bin? No! So why do so many people litter? Granted, I do agree that there aren't very many bins around the place, but that is no excuse to just throw the litter on the floor!!
According to the website I found, it is: an offence for anyone to drop litter in the street or in a public open space, an offence to leave litter on a bench or street furniture and walk away and it is also an offence to throw litter from your vehicle.
If you litter you are being bad because you are breaking a law and knowing that you are doing so is just as bad. I can accept that sometimes people don't notice that they drop a wrapper out of their bag when pulling something else out of it, but what harm does it do to just pick it up and bin it?
I think that the council should use some of the money they have to place more bins around, however I still don't think it would tackle the problem of littering completely. Some people are just too lazy to wait until they pass a bin, so they just drop it on the floor! If caught, there are fines that you'd have to pay, so people should think twice before they become a litter bug!
